Puget Sound Partnership Action Agenda: Financing Strategy

This document is broken up into two parts.  The first part, "New Innovative Funding Sources," talks in detail about various instruments to fund restoration efforts in the Puget Sound. These instruments include:

• Payments for Ecosystem Services and Markets
• Innovative Tax/Fee Structures and Incentive Programs
• Voluntary Private-Sector Programs

The report then analyzes these different mechanisms, and concludes with recommendations.

The second report, "Estimates of Spending Related to Puget Sound," details the current spending sources and levels of protection and restoration.  It breaks down spending according to the Federal Government, State Governments, Local Governments, For-Profit Private Sector, and Nonprofit Private Sector. It then analyzes current spending sources and levels of mitigation, and concludes with a discussion on realignment of spending areas.
